A crucial step towards more responsible dog ownership in Slovenia
Starting November 11, 2025, Slovenia enforces a complete ban on permanent dog tethering at home. This marks the end of the two-year transition period set by the 2023 amendment to the Animal Protection Act. From this date onwards, no form of permanent tether—chain, rope, or horizontal cable—will be permitted. This is one of the most significant steps in raising animal welfare standards in our country. Leash on walks remains mandatory

- free movement,
- a secure fence preventing escape,
- shelter from cold, heat, and rain.
Suitable ways of keeping dogs include:
- fenced pens,
- fenced gardens,
- combination of indoor and outdoor areas,
- living in a house or apartment.
Time for adjustments is running out
If your dog is still kept on a tether, now is the time to arrange a new solution. The UVHVVR urges all owners to act by November 11, 2025 at the latest.
